Healthy Islands
August 5-8 2019 saw health leaders from across the Pacific discuss current and future health challenges, and intended solutions, at the 13th Pacific Health Ministers Meeting (PHMM) in French Polynesia.
This PHMM was hosted in Pape’ete by the Government of French Polynesia, with support from the World Health Organization (WHO) and the Pacific Community (SPC). This was the first PHMM to be hosted by a Francophone government.
The 13th PHMM’s agenda included: universal health coverage (covering primary care reforms, health information systems and health human resources); climate change and health; Pacific health security; noncommunicable diseases; immunization and vaccine preventable diseases; and Water, Sanitation and Hygiene (WASH).

Background
The Pacific Health Ministers Meeting was first convened in 1995 in response to the rapidly changing social and economic conditions affecting the quality of life and health in Pacific island countries and areas.
A key aspect of the inaugural PHMM was the establishment of the ‘Healthy Islands’ vision, which serves as a unifying theme for health protection and health promotion in the Pacific. Envisioned in 1995, the vision has laid the foundation for all subsequent PHMM, with meetings providing an opportunity to report on the progress of the Healthy Islands Monitoring Framework.
Twelve biennial meetings of PIC Ministers of Health have occurred since 1995, with the last meeting hosted by the Cook Islands in Rarotonga from 28-30 August 2017, where governments reaffirmed their commitment to the Healthy Islands vision and adopted
the 2017 Cook Islands “Mana” outcome.

The meeting provided an opportunity to report on the progress of the Healthy Islands Monitoring Framework developed since the last meeting in 2015 as an important tool for monitoring progress and achievements towards the Healthy Islands vision, as well as to reflect on the contribution of universal health coverage (UHC) to the Healthy Islands journey, share achievements, and agree on the way forward for the realization of the vision.
Health ministers called for greater efforts and increased investments to mitigate the adverse impacts of climate change on human health and agreed to include climate change and health as a standing agenda item at future meetings.
Eleventh Pacific Health Ministers Meeting, Yanuca Island

The Eleventh Pacific Health Ministers meeting was held from 15-17 April 2015 in Yunuca, Fiji. The Government of Fiji hosted the meeting with secretariat support provided by WHO and the Secretariat of the Pacific Community (SPC).
The first Pacific Health Ministers meeting took place in Yunuca, Fiji in March 1995 where health ministers adopted the vision of Healthy Islands as the unifying theme for health promotion and health protection. Twenty years later, Healthy Islands remains the overarching vision.
The meeting reviewed the progress that has been made towards achieving the vision of Healthy Islands over the last 20 years and set future strategic directions in health leadership and development in the Pacific.
2013
The Tenth Pacific Health Ministers Meeting was held in Apia, Samoa in 2013. The Samoan Government hosted the meeting with secretariat support provided by WHO and the Secretariat of the Pacific Community (SPC).
The meeting provided an opportunity to continue to move towards the Healthy Islands vision. Health Ministers discussed progress on commitments made during the 2011 Honiara meeting, specifically in addressing the four top priorities of human resources, health information systems, mental health and the social determinants of health. Health ministers also discussed actions needed to scale up responses to challenges such as the noncommunicable disease (NCD) crisis affecting the Pacific and health workforce development.
