Building capacity for health financing

WHO offers a range of training opportunities on health financing policy, including face-to-face courses and an e-learning course. An advanced annual course targeting low and middle income countries is held annually, and a number of WHO Regional Offices also offer annual health financing workshops or trainings. WHO also offers blended training or capacity building in which a series of tailored, structured and guided contacts, are designed for countries tackling a specific issue e.g. support to a technical working group in a country developing a health financing strategy.

The course is designed to be used in a variety of ways: as preparation for those who will attend a WHO face-to-face course, for those who are for various reasons unable to attend a face-to-face course, and for those who have already attended courses and wish to refresh their knowledge. Individual modules can also be used as part of a programme of blended capacity building.

Blended training opportunities
Blended
WHO currently offers a new approach to delivering capacity building support to countries in the midst of developing or evaluating health financing policy. We use a range of approaches blended into a tailored series of capacity building engagements focused around the specific needs of a group of stakeholders. This support is country-focused, time-limited, and focused on a particular policy process or issue. Blended training can include a mix of face-to-face meetings, self-guided e-learning, webinars, and other modes of engagement. Sixth advanced course on health financing for universal health coverage for low- and middle-income countries
Face-to-face
18-22 November 2019, Geneva, Switzerland
This annual course is structured in line with WHO’s approach to thinking and analysing health financing policy and its role in improving health system performance, in particular making progress towards universal health coverage. Extending coverage to those outside the formal sector, often the majority of the population, is an important theme of the course which is organized around the core health financing functions or topics. The course targets health and finance ministries in LMICs, health financing experts, and civil society organizations engaged in health financing reforms. Successful participants must have a good knowledge of health financing policy issues, complete the WHO e-learning course, and be in a relevant work position.

Third SEARO-WPRO bi-regional health financing policy workshop

25 – 28 June 2018, Ho Chi Minh City, Viet Nam
This was the third in a series of annual workshops developed specifically for countries in Asia. In 2018 the focus was on strategic purchasing for primary health care (PHC) with particular attention given to implementation issues. The workshop gave an opportunity for countries to exchange experiences on the “how to” and share promising practices across 17 countries. The event was co-organised and co-sponsored by WHO Regional Offices for South-East Asia (SEARO) and the Western Pacific (WPRO), with the Asian Development Bank and the World Bank, making it instrumental in coordinating and leveraging health financing work across development partners.

Fifth advanced course on health financing for universal health coverage for low- and middle-income countries

First health care financing training course for universal health coverage in Africa

23-27 April 2018, Harare, Zimbabwe
The first training course on health financing for UHC, for anglophone countries in WHO’s AFRO region took place in Zimbabwe in April 2018. The five-day course followed the core structure of WHO’s approach to health financing training, covering key concepts around UHC, and the health financing functions, with additional focus on sustainability and transition and reaching the informal sector. A total of 44 officials from 15 countries participated, representing Ministries of Health, Finance, and where relevant public health insurance organizations.

Fourth Advanced Course on Health Financing for Universal Coverage for Low- and Middle-Income Countries

The fourth WHO advanced course on health financing for universal coverage for low- and middle-income countries took place in Barcelona, Spain from 12-16 June 2017. Forty-seven participants from nineteen countries came together for this one-week-long training course to discuss how health financing policy can be used to improve health system performance in support of universal health coverage. Dr Midori de Habich Rospigliosi, former Minister of Health in Peru and Professor Eyitayo Lambo, former Minister of Health in Nigeria shared their experience in a special keynote session.

The keynote session was led by Eduardo Gonzalez-Pier, former Deputy Minister of Health in Mexico, Adam Wagstaff from the World Bank, and Sarah Bennett from Johns Hopkins School of Public Health.

Third global course on universal health coverage for francophone countries

November 2017, Rabat, Morocco
The third iteration of the francophone course on UHC targeted the same community of participants as the previous two courses, in order to continue enhance and develop their capacities on health financing. The course brought practical lessons on how to move effectively toward the implementation of health financing strategies. Two main areas of focus were: 1) strategic purchasing; and 2) health budgeting and public financial management in health. The course was co-organised by WHO and the World Bank and targeted country teams from francophone countries. The teams were composed of senior staff from health, finance and social affairs ministries and health insurance agencies as well as staff from the country offices of the two agencies working on health financing and universal health coverage.
